Dear Xavier,
Seun and Lori correctly indicated in their emails that Leon’s request represented a request for an exception to the travel policy (there is a travel policy which applies to both Staff and Constituent Travel, under Diane Schroeder’s responsibility).
I have been struggling with some parts of the policy that, in the words of Constituent Travel, "is not yet outlined in the Travel Guidelines", I am curious about who sets the travel policy, and what the formal process is to decide on it. Is there any policy document you could point me to? Julf
