Lets change one part of the hypo, the applicant (subsequent to approval) decides to abandon a different requirement -- the one that requires the executive staff not to be completely comprised of crooks. The vetting of the applicant executive management serves one or more of the goals of openness, interoperability, resilience, security and/or stability of the DNS.
