I must strenuously object! Please have that done for all Transition related expenses, at the very least 1) ICG 2) CWG 3) CCWG 4) Board and for all add c) (wo)man hours including for behind the scenes (support) activities, ie Technical, Meeting Staff and the like. It doesn't grow on trees, and prior to the new gTLD exercise, the Organization was running "close to the bone". And that windfall, if I understand things correctly, is obligated and thus not really available to support the transition effort.
