What I said in the CCWG face to face meeting regarding the CEO intention of creating a Complaint Office: A good initiative Shouldn’t be part of the Legal department Shouldn’t be a decision making decision Should be more an interaction office than a complaint one Should be a communication channel for the CEO to understand better and on time the concerns of the community regarding the staff performance ----------------------------------------------------------------------------- Tijani BEN JEMAA Executive Director Mediterranean Federation of Internet Associations (FMAI) Phone: +216 98 330 114 +216 52 385 114 -----------------------------------------------------------------------------

Yes, it is.
A well meant step, but we do have some comments. We need an overall macro design to ensure fairness in the overall organization, under which the initiatives could arise.
- Shouldn’t be part of the Legal department - Shouldn’t be a decision making decision - Should be more an interaction office than a complaint one - Should be a communication channel for the CEO to understand better and on time the concerns of the community regarding the staff performance
On this point, the Complaints Officer becomes a 'channel' as you mention, through whose eyes the CEO would perceive and understand problems. However constituted, the Complaints Office / Officer is another organ, and this again defines a rigid path for the CEO to see and understand issues. A much better way would be open up the channels of communication, remove any bottlenecks (as exist in a Government style hierarchy) and allow flow of information / consultations peer to peer, as much as possible and where required, across divisions, and in general by not being rigid about how communication is channelized. I would emphasize again the need for an overall macro design. Sivasubramanian M

Hi everybody, During the course of the past year we in the NCSG have been able to use some of our prime assets - our members who are postgraduate students - to produce research to assist the members of this group so that we can discharge our responsibilities in an informed, thoughtful manner. Much of the focus of this work has been on transparency in general and the performance to date of the Documentary Information Disclosure Policy (DIDP) in particular. Attached please find a study focused on the DIDP's Defined Conditions of Non-Disclosure. Authored by NCSG member Sarah Clayton, a phD student at the University of Southern California, it was recently presented to wide acclaim at an academic conference in Newport Beach, California. It's certainly the most comprehensive work I've seen on the subject and I'm grateful Sarah has allowed me to share it with you. I would ask that distribution be limited to this list in case Sarah would like to further develop her work. I'm sure this research will be quite useful to us as we discuss transparency reforms in work stream 2. Kind Regards, Ed Morris
Thanks, Ed. Very interesting stuff. Please extend my/our thanks to the researchers for their efforts compiling this data. Thanks- J. Thats extremely interesting work, Ed, thank you for sharing. Maybe you should consider signing up for a lightning talk in Helsinki ? Best Mathieu PS: the take away of the article is that shorter DIDP requests get better results right ?
