Impact of accountability measures
Dear all I would just like to share a general thought with you: I wonder whether the different accountability mechanism descriptions/proposals will be presented with an assessment of their impact on the "power structures" within ICANN and on the appropriate balance between parts of the community, most conductive to serve the global public interest. Dear Jorge, Thank you for this thoughtful raising of this matter. If I may ask a question about it - do you think that in building these changes, we should be trying to maintain the current balance of forces in ICANN, or trying to change them? Personally I guess that's the question we have to pose ourselves, discuss it thoroughly and see the pros and cons of the different measures we propose. And the guiding line should be the global public interest. In any case the statu quo is foreseen to be changed, as the traditional steward is stepping back - and that's why we are striving to maintain the right balance for the new environment. Jorge: Apologies for the delayed response, but I agree that this should be a concern/consideration. In addition to ³balance² we should also consider the impact of new accountability mechanisms on the ³stability² of ICANN, the institution. Commercial (and non-commercial) organizations align their strategic plans to ICANN decisions & actions, and if these are vacillating or tied up in endless appeals procedures, it could introduce uncertainty into the DNS industry.
