FYI, the ASO has submitted comment to the new Draft ICANN Bylaws at: https://forum.icann.org/lists/comments-draft-new-bylaws-21apr16/msg00008.htm... --- The ASO has reviewed the Draft New ICANN Bylaws developed, to reflect the recommendations contained in the proposals by the IANA Stewardship Transition Coordination Group (ICG) and Cross Community Working Group on Enhancing ICANN Accountability (CCWG-Accountability), from the Internet numbers community perspective. The ICANN accountability for the Internet numbers community is based on the contracts between ICANN and the RIRs ; the ASO MoU and SLA on the IANA Numbering Services. The Draft New ICANN Bylaws reflects key points in the ICANN accountability from the ASO perspective in this regard, and we support the draft document as proposed. We have confirmed that, based on the CCWG-Accountability proposal, the Draft New ICANN Bylaws clearly states number resources related matters are out of scope of IRP and reconsideration, which is essential for us in the ICANN accountability for the Internet numbers community. The ASO is aware of discussion on section 1.1(d)(ii) regarding grandfathering of existing agreements, and have no objection to removal of that section if the community wishes to do so. Best Regards, Oscar Robles Chair of NRO Executive Committee for the ASO ---

SO: Pardon my manners and perhaps too much attention on minor procedural issue; is there a reason why the NRO-EC is doing the work of(or rather performing the role) the NRO-NC/ASO? Regards ---

Seun, it is actually a good question. I understand you already have an office-list clarification and glad to you know it's clear to you now. Let me still respond on the list as there may be others who have a similar question.
is there a reason why the NRO-EC is doing the work of(or rather performing the role) the NRO-NC/ASO?
It is incorrect to assume NRO NC is an equivalent of the ASO. ASO is a form of representation in ICANN from the Number Resource Organisation (NRO). It is based on the ASO MoU agreed between RIRs and ICANN. In NRO, there are "NRO Number Council (NRO NC)" and "NRO Executive Council (NRO EC)". The NRO is led by an Executive Council (NRO EC). - The role of the ASO AC(NRO NC) is focused on recommendations on IP address policy. - Since the ICANN accountability work is outside the scope of the ASO AC(NRO NC), it is being handled by the ASO as a whole. - ASO is equivalent to the NRO, which is represented by the NRO EC. This is why the NRO EC has been leading the ASO position for the CCWG proposal, and has submitted comment to the draft new ICANN Bylaws. The NRO EC has shared the public comments on the new ICANN Bylaws, and called for feedback from the Internet numbers community on the dedicated mailing list. NRO NC: - An elected body called, which serves as the ASO Address Council (ASO AC). In short, NRO NC is an equivalent of ASO AC. - It oversees recommendations on IP address policy, including the management of policy development activities. NRO EC: - Represents the NRO and its suborganizations in all matters, and agree on the composition and responsibilities of the NRO Number Council. For more details, please see the documents below. * ASO MOU, in which ICANN and the RIRs agree that the NRO shall fulfill the role, responsibilities and functions of the ASO, and agree on the composition and responsibilities of the ASO Address Council. <https://archive.icann.org/en/aso/aso-mou-29oct04.htm> * NRO MOU, in which the RIRs agree that the NRO Executive Council represents the NRO and its suborganizations in all matters, and agree on the composition and responsibilities of the NRO Number Council. <https://www.nro.net/documents/nro-memorandum-of-understanding> I hope this helps! Yeah Izumi, that's fine, when I said NRO NC/ASO in my mind I meant NRO NC/ASO AC. My main concern was about who should be formerly commenting to ICANN PC in this process "representatively". The fact that the current PC is bylaw related and not policy related hence has to be done by the EC clarified my concern. OK, that's great to know. I know this is pretty confusing for many people so thank you for raising this question. Izumi On 2016/05/18 13:26, Seun Ojedeji wrote:
