The explanation, approved by all three counsels, is attached, in Word and pdf formats. Please distribute to the full CCWG list, if you deem that appropriate. Does the circulation of this memo mean that the meeting of parties interested in this issue (discussed on the April 12 CCWG call and noted in Bernard’s April 14 email) took place already? Are there minutes or a transcript available from that meeting? Thanks, Alissa

We have requested availability information from Icann Legal, but have not received a response yet, most probably because of the rush to finalize the bylaws. The meeting is planned to be announced on this list of course. Isn't the meeting required prior to finalizing the bylaws?
