Dear all, This is a reminder that should you have an interest in becoming a Rapporteur of a WS2 subgroup, you need to indicate your interest by 3 July 2016. I have also attached the latest version of the document in PDF format. Grace and all, Since Niels and Nigel volunteered for the Human Rights sub-group, I don’t think it is adequate to have 3 rapporteurs, and thus, I withdraw. I will make only one comment, as I am not a volunteer as a Rapporteur. co rapporteur or multi rapporteur. I am not sure, Tijani. I think that it MIGHT be important to have at least three groups as co rapporteurs for all of these groups. We require that at the IGF. I see that many of the IGF WGs are ignoring that, and thus the value equation of diversity in the IGF workshop proposals is definately suffering. WHEN we had at least 3 stakeholders per proposer, we got more diversity from the beginning. As to rapporteurs on the CCWG-ACCT sub groups personally, I would recommend at least 3 rapporteurs FROM different SGs -- so could be GNSO: contracted Parties/ CSG/NCSG; CCNSO; ACs: GAC; ASO, SSAC; ALAC. Our objective in the Rapporteurs should be ensuring diversity of expertise related to whatever the CCWG core focus is. It takes more than 2, in my view. and I think that the more the rapporteurs are drawn from diverse views, or groups, the more we build cross constituency understanding, even if that is not agreement, it builds awareness and acceptance... All rapporteurs, and all who participate become ambassadors for the MS model. Good afternoon: I think it would be appropriate to normally instate two or three rapporteurs in each case, from among different stakeholders. If necessary, staff may wish to extend the 3 July deadline. I would also suggest that the déontology of the rapporteurs should be to act as an informed secretariat of the WG as a whole (or of its sub-groups) and not to be pursuing agendas of their own. Thus, in my case, in addition to significant logistical and time constraints, I wish to maintain my independence to support, comment upon or demur from the rapporteurs' proposals to the WGs, and consequently shall not volunteer as a rapporteur. Everyone is inherently a function of the context in which they are embedded and the notion of a positivist (objective, neutral, distant) rapporteur is impossible. Diversity for the sake of diversity can help counter this and provide a richer discourse of what transpires. Unfortunately, rapporteurs and chairs are often more than people who just report. There have been plenty examples in the CWG and CCWG (and their various Design Teams) wherein the chairs/rapporteurs have set, unset and reset the policy agenda in a manner that has dictated and shaped the subsequent discussions. However, I hope the current nominees will try to be as objective and neutral in setting the agenda listening to all sides of the argument instead of pre-conceived notions of what ought to be and what ought not to be even discussed. FWIW, I have seen quite a number of people supporting one individual or the other and I don't think this would make any difference and it could even discourage some from volunteering at the fear of not getting support. The job of the rapporteurs certainly is not and cannot be decision making as I think the various +1s is beginning to make me feel we may be attaching more importance to the role than normal. As I understand it, we have just given the DT acronym used in WS1 a new name of rapporteurs in WS2. What we perhaps need to know is how many rapporteurs are required per track and what's the process to reducing such number (incase we get many nominations to specific track), including whether we really need to reduce the number. The rule of engagement of the rapporteurs needs to be clearly stated as well so everyone knows what to expect. Dear Colleagues, I support the idea of plural but diverse rapporteurs, for this shall lead to balance. I understand and expect, rapporteurs will be neutral and report things ‘as stated’, without translating any statements as per own interpretations. I propose, that rapporteurs keep things simple, so that the stakeholders from diverse countries and diverse linguistic and vocational backgrounds are enabled to understand and engage. Though, some sub-group issues, like Jurisdiction, are inherently legal in nature, but for facilitating greater participation, rapporteurs may best consider using minimum legalese. In addition, I suggest that in future WS-2 discussions, parallel to the ‘issue of staff accountability’, the issue of ‘accountability in ad-hoc roles’, may also warrant some attention. Though, some sub-group issues, like Jurisdiction, are inherently legal in nature, but for facilitating greater participation, rapporteurs may best consider using minimum legalese.
In addition, I suggest that in future WS-2 discussions, parallel to the ‘issue of staff accountability’, the issue of ‘accountability in ad-hoc roles’, may also warrant some attention.

The job of the rapporteurs certainly is not and cannot be decision making as I think the various +1s is beginning to make me feel we may be attaching more importance to the role than normal. As I understand it, we have just given the DT acronym used in WS1 a new name of rapporteurs in WS2.
What we perhaps need to know is how many rapporteurs are required per track and what's the process to reducing such number (incase we get many nominations to specific track), including whether we really need to reduce the number. The rule of engagement of the rapporteurs needs to be clearly stated as well so everyone knows what to expect.
