I think the measurement part should be retained, with the addition of a clause that allows the groups to have specific reporting measurements as needed by the community. I've incorporated the changes and comments as received and adjusted them to fit into the document. The cleaned-up version is now online for any additional comments and suggested edits.
This version is much simpler and removes the different groups from the initial charter, as many comments requested and as was mentioned during the presentation of the charter at ICANN 82. Now, the groups can be created as needed. Other sections of the document have also been simplified. I've removed the measurement section, as this can be handled by the group as part of their reporting, applying it as necessary to the work at hand.
Please add any changes or comments by the end of this week, which ends on April 18. Let’s aim to finalize this and move forward with the work ahead.
