Dear all, I would like to add a +1 to Arsene's comments on welcoming good, healthy and open discussion on the topic of term limits. As he rightly intimated, this is something that has been said but never actually addressed head on. It's about time it is done and what better place than the ROP Working Group. I find this to be a good sign that AFRALO members are caring about their RALO by sharing their concern (here through this motion), it is something to encourage, not the other way around. I do encourage healthy conversations around this motion form our colleague.
This can be discussed either here or in the appropriate mailing list as mentionned.
I pesonally do believe we should set terms limit for all offices and set the ALAC seat for 2 terms as well as the rest of our offices. Many people have been talking about the issue of "same people holding offices" but many of us here never step in whenever there is election.
Our reps are doing good job and i believe that's why they are re elected by members here. I do encourage many people to present themselves whenever there are open seats to fill.

Okay thanks for the clarification Alan. So in summary we have the current status across RALOs as it concerns their ALAC rep (anyone can if necessary):
AFRALO - No limit NARALO - 2 terms limit LACRALO - 1 term limit APRALO - No limits EURALO - No limits

LACRALO has had a 1-term limit for RALO-appointed ALAC members ever since their rules were written. The only exception was those members seated prior to the rules being written (they were limited to one term following the adoption of the rules - that is, the rule was not made retroactive). NARALO has a 2-term limit, but if someone serves a partial term due to a resignation or other vacancy, the partial term may or may not count as a term depending on how long it is).

To clarify the facts, the ALAC Rules of Procedure has no term limits for ALAC Members. Some RALOs limit the number of consecutive terms (I think to either 1 term or 2 terms) and some have no limits. Alan
