Dear Mr. Omoragbon, Further to your Petition I would like to respond briefly regarding several points you make. DEMANDS 1. Let the SFD ALS and Hadia provide documentary evidence or otherwise of Hadia’smembership of that ALS since 2021. A mere letter of affirmation is not enough for a high-profile personality like Hadia. 2. Secondly, in the spirit of honesty and transparency, where the above demand cannot be met, then, the honourable action to take would be for Hadia to withdraw from the forthcoming election and prepare for the next round after two years, while she regularise her membership of an ALS. To begin, you write, “I leave the matter to the conscience of every member of AFRALO including the ICANN Staff and would be happy if the Ombudsman can take a closer look at the issues raised.” The Office of the Ombudsman is not an appeal mechanism and as the issue you raise hinges primarily on the AFRALO leadership decision to allow Ms. El Miniawi to be nominated in the AFRALO election to the position of Chairperson, I cannot review that decision. My role, regarding elections in the community, focuses on fair process and nothing has been brought to my attention, including leadership, community, and staff behavior, or flawed rules, that would indicate a breach or unfairness in process regarding this election for AFRALO Chairperson. Should you feel the rules require review, any member of AFRALO, as you have done in the past, can request a review to amend Operating Principals or Rules of Procedure, as clearly stated in the AFRALO rules: “7.5. At any meeting where at least one half (1/2) of members are present, a motion to amend, change, or repeal the Operating Principles may be initiated. Two-thirds of the whole membership must consent for the motion to carry.” I sincerely hope the AFRALO Chairperson election will proceed with respect and civility so that all members of AFRALO can continue to enjoy a safe and harassment free environment. Message from the ICANN Ombudsman Dear AFRALO membership, As you may or may not be aware, part of my job is to monitor the community environment and that includes reading the RALO archives to keep appraised of what’s going on in the regions. I have noticed, and several people have also brought it to my attention, that recent emails posted to the AFRALO archives have contained language that is perceived to be aggressive, abusive, inappropriate, and that violates the ICANN Expected Standards of Behavior and potentially the Community Anti-Harassment Policy. Comments attacking individuals personally, regardless of being prefaced with “this is not a personal attack”, and comments attacking ICANN staff’s professionalism and work ethic, are not behaviors that foster a safe, respectful and harassment free environment. There are appropriate and established mechanisms, including my Office, for expressing concerns regarding policies, elections, rules of procedure, etc. Voicing allegations on email lists is never a constructive or effective way of dealing with such matters. I would ask that members of AFRALO take a moment to review the ICANN Expected Standards of Behavior and the Community Anti-Harassment Policy to ensure this email list, and the AFRALO region, remains a safe and respectful place for all.
