On the issues at stake, here is the position of Nurses Across the Borders. 1. ALS voting right should be as per ALS membership. Yes, some countries do have ALS more than some, but that, should not warrant the shifting of the goal post at this level. What this means is that, let the ALS in countries with less ALS work hard and create the necessary awareness and visibility for ICANN in their countries so that more organizations can be registered. We did discuss and I proposed during the Capacity Building workshop in Dakar, that, ALS should be supported with fund to organize awareness programs in their various countries. Now that, ALAC is asking all RALOs for input into the 2012-2013 budget, this should be the best time for AFRALO to ask ALS to come up with proposals for such inputs-quite honestly, we are still confused as to how we could make inputs as ALS. If funding may not go round per country (which should not be as I dont think all ALS will want to put up a proposal, but supposing all did), then, projects could be sub-regionalised for funding as in West Africa, Central Africa, East, North etc. ICANN is just akin to ECOSOC within the UN where NGOs that meets the requirement for the granting of status are granted Status and begin to enjoy the benefit of membership. Whether you have just one NGO from a country or more, does not in any way deny the others their rights of membership. We oppose voting by Country and even using the equation you proposed. All ALS met the qualification for membership into ALAC/RALOs and such should not be denied their rights of membership whether they will be disadvantaged or not. That in itself is temporary and will not be a permanent feature. Besides, if issues to be voted on is of general interest, I dont think ALS will be so myopic as to vote on partisan lines. 2. Individual membership will create problems to the RALO. If ANY INDIVIDUAL feels so strongly as to want to be involved in the activity of RALO, they should be encouraged to submit themselves to the membership of the ALS in their country. Where there is none, they should start one. We should encourage organizational discipline as opposed to making an individual more important than the organizations. I do not even see the wisdom in making this issue a subject of debate. The proponents of these individual membership should be confident enough to ask those they are promoting their interests to join their ALS. We oppose to individual membership in RALO-RALO is Regional At-Larger Organizations and NOT individual at large organizations.. This is in no way without prejudice to engage any of such individuals as Resource persons for any event organized by RALO or ALS or ALAC activities. Nous avions alors décidé de continuer la discussion sur la list. Système de vote au sein d’AFRALO Deux propositions ont été avancées : · vote par pays · vote par ALS (comme c’est le cas maintenant). La crainte des partisans du vote par pays était que beaucoup d’ALS d’un même pays créent un déséquilibre en faveur de ce pays. Ceux qui préfèrent rester là où on est en votant par ALS : · craignent que le vote par pays, qui va pénaliser les ALS des pays où il y beaucoup d’ALS, va conduire les ALS existantes à tout faire pour qu’aucune autre ALS de leur pays ne sera accréditée au lieu d’essayer de recruter autant que possible dans leur pays. · pensent qu’il est dommage de pénaliser les ALS et les pays où il y a le plus d’activité et d’engagement. Tous les RALO adoptent le vote par ALS sauf LACRALO qui pratique le vote par pays. Nous pouvons envisager une solution médiane : · chaque ALS a une voix si le nombre des ALS par pays ne dépasse pas 20% du nombre total des ALS (20% est juste un exemple) · Dès que le nombre des ALS dans un pays dépasse 20% du nombre total des ALS, une pondération de la voix de chaque ALS de ce pays sera appliquée de manière que la somme des voix des ALS de ce pays ne dépasse pas 20% du nombre total des ALS o NT = Nombre Total des ALS de la région o N = Nombre des ALS dans le pays o Q = Facteur de pondération o Si N est inférieur ou égal à 20% du NT, alors Q = 1 o Si N est supérieur à 20% du NT, alors Q = (NT X 0,2)/N · Exemple : Pour AFRALO, o NT = 24 o N = 2 pour la Tunisie, donc puisque 2 est inférieur à (24 X 0,2 =) 4,8, alors chaque ALS a (1 X 1 =) 1 voix o N = 5 pour un pays imaginaire, donc puisque 5 est supérieur à (24 X 0,2 =) 4,8, alors chaque ALS a (1 X 24 X 0,2 / 5 =) 0,96 voix o Aucun pays Africain n’a actuellement 20% du nombre total des ALS (4,8), donc, aujourd’hui toutes les ALS ont une voix chacune. Cette solution médiane, si les membres l’adoptent, aura l’avantage de combiner les 2 approches et de réduire les craintes exprimées par les uns et les autres. Affiliation individuelle Le concept de « membre individuel » est intéressant dans la mesure où une personne qui n’a pas d’association mais qui a des qualités particulières peut être très utile à AFRALO. Il serait bénéfique de l’intégrer. Le problème, c’est qu’un individu qui n’appartient pas à une structure peut aussi causer beaucoup de tort à AFRALO, bien plus que quelqu’un qui vient d’une ALS ; celle-ci le questionnerait au cas où il commet des actes qui portent préjudice à l’organisation. Trois solutions ont été proposées : · Refuser l’affiliation individuelle · Demander à chaque individu qui souhaite devenir membre d’AFRALO d’intégrer une des ALS de son pays, et participer ainsi de plein droit à toutes les activités d’AFRALO · Créer une ALS spécifique pour tous les membres individuels Qu’en pensez-vous ? Que faire ? Garder le statu quo et refuser les membres individuels, ou accepter le principe de l’affiliation individuelle tout en intégrant les candidats dans des ALS existantes de leur pays, ou encore les intégrer dans une ALS spéciale pour les membres individuels ? We thus decided to continue the discussion on the list. Vote system within AFRALO 2 proposals have been put on the table: · One vote for each country · One vote for each ALS (as it is now) The supporters of the vote by country fear that too many ALSes from a single country could create an imbalance at the advantage of this particular country Those who prefer the actual status quo (vote by ALS) · Fear that the vote by country that penalizes ALSes from countries with several ALSes, may lead the existing ALSes to do their best so that no more ALSes from their country be accredited, while they are supposed to do the opposite. · Believe that it is a pity to penalize ALSes and Countries where there is activity and commitment All RALOs adopted the vote by ALS (1 ALS = 1vote) except LACRALO that chose the vote by country (1country = 1 vote). We can imagine an intermediate solution: · Each ALS has 1 vote if the number of ALSes per country doesn’t exceed 20% of the total number of ALSes (20% is just an example) · As soon as the number of ALSes in a country exceeds 20% of the total number of ALSes, a weighting factor will be applied to the vote of each ALS of that country so that the sum of the votes of the ALSes of the concerned country will not exceed 20% of the total number of ALSes o NT = total number of the region’s ALSes o N = number of ALSes in the country o Q = weighting factor o If N is less or equal to 20% of NT, then Q = 1 o If N exceeds 20% of NT, then Q = (NT X 0,2) / N · Example: For AFRALO, o NT = 24 o N = 2 for Tunisia, so since 2 is less than (24 X 0,2 =) 4,8, then each ALS has (1 X 1 =) 1 vote o N = 5 for an imaginary country, so since 5 is greater than (24 X 0,2 =) 4,8, then each ALS has (1 X 24 X 0,2 / 5 =) 0,96 vote o None of the African countries has so far 20% of the total number of ALSes. Thus, today, all the ALSes have 1 vote each. This option, if adopted, would have the advantage of combining the 2 approaches and reducing the fears expressed by both parties Individual membership The concept of “individual member” is interesting in that a person without association can have special qualities and be very useful to AFRALO. It would be beneficial to integrate him in AFRALO. But an individual who doesn’t belong to a structure can also cause great harm to AFRALO, much more than someone who is affiliated to an ALS that would question him/her if he/she commits acts that harm the organization. Three solutions were proposed: · Deny the individual membership · Ask each individual who wishes to become an AFRALO member to integrate one ALS from his/her country, and thus fully participate in all AFRALO activities. · Create an ALS specific to all individual members.
