Dear Mr. Chairman and Fellow Leaders, I am impressed by the proposal of the AFRALO Leadership to allow for a review of the AFRALO ROP, albeit in parts. It is a starting point -even though I may not agree with this type of process, but for whatever it is worth, we shall accept the process and see how we can make it work. @Seun Ojedeji <seun.ojedeji@gmail.com> : On a related note, the Leadership of AFRALO considered the comments that were made with regards to review of our rules of procedure and we are hereby proposing a 2 phase approach to reviewing the RoP, the first phase will address the specific aspect of our RoP to bring some clarity certain section of the current rules of procedure. The first phase of the review shall focus on the following: - Provide clarity on the nomination process including who can be nominated and who can nominate - Provide further clarity on the ALS accreditation process including timelines - Address any other editorial changes that could make the RoP much comprehensible The report of phase 1 and draft RoP shall then be presented at our upcoming GA for members consideration and approval. Feedback shall also be provided by members on further improvements that can be made to serve as input for phase 2 review of the RoP. HERE IS MY PROPOSAL TO THE ISAAC AND ABDELAJIL-LED COMMITTEE AND AFRALO FAMILY In 2017, it was the call for individual membership that led to the setting up of the ROP WG after almost 4 years of debate back and forth, today the Individual Members have become an "ALS" being represented by an active community member in the person of AK. Within this period was the ALAC WC that looked into the CERTIFICATION and de-certification ALSs whose recommendations have since been adopted. Finally, the existing ALAC Byelaws as it relates RALOs activities is another document of interest. The THREE agenda items proposed by the Chairman need to be modified as it does no justice to a comprehensive review of the AFRALO ROP. Using the model as proposed by the Chairman will amount to teleguiding how we make rules to guide our own activities. It presents a picture of selective review, which will create more crises in the future. To avoid that from happening history is beckoning us now to seize this opportunity to carry out a total reconstructive surgery on the AFRALO ROP or at least INITIATE that process at the Accra GA starting with this preliminary discussion. Article 2 (D) of the AFRALO (MOU) ROP signed into existence on March 29, 2007, stated thus: *We commit to periodically reviewing (at least once annually) the results of Members' cooperation and activities under the MOU and, when appropriate will recommend improvements in the MOU and make suitable proposals for modifying and updating the arrangements and scope of the MOU*. My people, that was/is the working document that should have been guiding our activities as a RALO since 2007 to date. Even though successive leaders have failed in the past to implement the above section, it is within our remit to do NOW to: MODIFY, UPDATE THE SCOPE our ROP. To the above, I propose that the Isaac/Abdelajid Committee be empowered to initiate the process of a Complete Review of our ROP by inviting memos from all ALS on areas they want to modify and update. Remember at the last AFRALO Conference call my Proposal for the Setting up of the ROP Review Committee was unanimously adopted. It was not a phased review committee. The minutes are there for everyone to reference In doing this, the committee should with the assistance of @atlarge staff circulate the original and current AFRALO MOU and ROP for ease of reference to all ALSs. The memos collated can be compiled (including those proposed by Seun above) and circulated amongst members for their perusal and discussion. Whatever consensus is reached through the listserve debates will be collated and brought up to the floor of the GA for approval. The ones that can be collectively adopted by the house will be adopted whilst the ones not adopted will be carried forward to our monthly meetings supplemented by our listserve discussion. With the above, every ALS that may not have had an idea of the MOU/ROP and other bylaws relating to AFRALO will be better informed. That is my initial take of this issue on the ROP review. As usual, the committee should reconfirm its membership and ensure to work expeditiously towards the delivery of the task assigned to them, especially the phase 1 of the review which needs to be ready at least 1 week before the General Assembly.
Finally, I call on the community to continue to contribute our individual part to positively improve AFRALO, At-Large and ICANN as a whole.
