I think its the right step with Root Server System Governance Working Group (GWG) however the danger is not having a formal working group like this introduced formally that in future would become permanent affecting the independence of the RSO. I believe the independence of the RSO is key to the stability and reliability of the internet.RSSAC 0037 should be able to deliver the needed framework.
