Hi Tijani, I think "composition of the ICG" and "mechanisms to ensure participation from all interested stakeholders" are two different things. The first one is done but the second one is not done yet. There was a long discussion during the first meeting of the ICG on the "balanced composition" which ended by granting 5 seats to the GAC... I wonder where was the African community at that time...I think we should express regrets and "delayed views" on something that started without us but not on something that started with us. This is my personal view. On the second issue, I believe improvements can be made moving forward. Mechanisms to ensure inputs and participation from all interested stakeholders can be improved until the end of the process. And we should propose concrete solutions to do so rather than just saying it. I think we should try to answer the following questions and propose ways to improvement: - are there some interested stakeholders from Africa willing to participate in the process but who simple can't because of lack of understanding and means to support their participation? If yes, how can we or ICANN improve that? - African members of the ICG are not representing enough the views and concerns of the African Internet community? Are they interacting enough with the communities they represented? -etc The work of the ICG is to coordinate and not to do the entire work by itself; based on that we can always make your views heard (if any) even if we don't have a "representative" in the ICG. I just trying to make our declaration useful... Once again those views are personal views which can differ with the views of the African community. Thank you for sharing and my +1 to the “drafting team”.
Once again, I would like to come back on my suggestion of readjusting the title of theme of our jojnt meeting; I know It is not a big deal but It is often said: “Everything is in the title”. As far as the ongoing work is not to transition IANA functions but IANA’s stewardship, I think It is important we let that comes out on the title of our meeting. For this purpose, I suggest once again to edit the title as follow: “IANA Stewardship Transition and ICANN Accountability seen by the African Community”. Sorry for insisting on it and apologize if I’m wrong; may be the USGOV/NTIA announcement has some hidden ramifications or implications with include IANA functions to transition from actual hands to another’s.

Victor, The mechanisms to ensure participation from all interested stakeholders are now well defined in the charter and the RFP. They couldn’t be improved as you say. There is no regional representation in the ICG. As for Africans on IGC, we have some including Mohamed El Bashir, the AFRALO Vice Chair who was elected Vice Chair of the ICG. With Mohamed, we have Adiel, Manel Ismail (GAC), and I think Mary Uduma (ccNSO). This is not an exhaustive list, but just those who I remember. I don’t think we have to complain because we are not represented: as I said, no region is represented.
