Version française Bonjour à tous, Je vous remercie pour cette ouverture de thème de discussion. Je suis particulièrement intéressé par la restructuration du modèle multiacteur dans l'écosystème global d'internet y compris celui de l'ICANN. Je pense que le monde se restructure continuellement et que nous pouvons nous réadapter en conséquence. Dans un premier temps, nous avons été habitués à un regroupement de l'écosystème à 3 dimensions à savoir : secteur privé, secteur public et société civile. Ensuite, nous avons eu une structuration qui a ajouté la "communauté technique" aux 3 précédentes dimensions pour en obtenir 4. Je pense qu'on peut revoir encore la structuration pour avoir les 7 dimensions ci-après: secteur privé, société civile, communauté technique, gouvernement, parlementaire, régulateur, universitaire. Chacune de ces dimensions peut se structurer avec un leadership de 3 représentants officiels assumant les rôles de : Facilitateur, Trésorier et Secrétaire. Les leaders des dimensions peuvent avoir un mandat de 1 an renouvelable au plus trois fois. Le renouvellement des leaders sera confié à un comité d'élection dont la composition sera appréciée plus tard par l'ensemble des dimensions. Chaque dimension s'organise pour faire participer de nouveaux membres au processus de l'ICANN chaque année. Tous les organes de dimensions doivent avoir des mandats limités dans le temps et des équipes de leadership préparées à prendre la relève régulièrement. Ce modèle à 7 dimensions peut être la nouvelle forme de dynamisation du modèle multiacteur de l'ICANN. Ainsi, je propose le thème suivant: "Convenir d'un modèle multiacteur de l'ICANN à 7 dimensions". English version: Dear Collegues, Thank you for opening this discussion for the topic we can propose for debat. I am particularly interested in the restructuring of the multistakeholder model in the global internet ecosystem including that of ICANN. I think the world is continually restructuring and we can readjust accordingly. Initially, we were accustomed to a grouping of the ecosystem in 3 dimensions, namely: private sector, public sector and civil society. Then, we had a structuring which added the "technical community" to the 3 previous dimensions to obtain 4. I think that we can still review the structuring to have the 7 dimensions below: private sector, civil society, community technical, government, parliamentarian, regulator, academica. Each of these dimensions can be structured with a leadership of 3 official representatives assuming the roles of: Facilitator, Treasurer and Secretary. Dimension Leaders may serve for 1 year, renewable up to three times. The renewal of the leaders will be entrusted to an election committee whose composition will be assessed later by all the dimensions. Each dimension organizes itself to bring new members into the ICANN process each year. All dimension bodies should have time-bound mandates and leadership teams prepared to take over regularly. This 7 dimensional model can be the new form of revitalization of ICANN's multistakeholder model. Thus, I propose the following theme: "Agreeing on a 7 dimensional multistakeholder model of ICANN". Chacune de ces dimensions peut se structurer avec un leadership de 3 représentants officiels assumant les rôles de : Facilitateur, Trésorier et Secrétaire. Les leaders des dimensions peuvent avoir un mandat de 1 an renouvelable au plus trois fois. Le renouvellement des leaders sera confié à un comité d'élection dont la composition sera appréciée plus tard par l'ensemble des dimensions. Chaque dimension s'organise pour faire participer de nouveaux membres au processus de l'ICANN chaque année. Tous les organes de dimensions doivent avoir des mandats limités dans le temps et des équipes de leadership préparées à prendre la relève régulièrement. Ce modèle à 7 dimensions peut être la nouvelle forme de dynamisation du modèle multiacteur de l'ICANN. Ainsi, je propose le thème suivant: "Convenir d'un modèle multiacteur de l'ICANN à 7 dimensions". English version:Dear Collegues, Thank you for opening this discussion for the topic we can propose for debat. I am particularly interested in the restructuring of the multistakeholder model in the global internet ecosystem including that of ICANN. I think the world is continually restructuring and we can readjust accordingly. Initially, we were accustomed to a grouping of the ecosystem in 3 dimensions, namely: private sector, public sector and civil society. Then, we had a structuring which added the "technical community" to the 3 previous dimensions to obtain 4. I think that we can still review the structuring to have the 7 dimensions below: private sector, civil society, community technical, government, parliamentarian, regulator, academica. Each of these dimensions can be structured with a leadership of 3 official representatives assuming the roles of: Facilitator, Treasurer and Secretary. Dimension Leaders may serve for 1 year, renewable up to three times. The renewal of the leaders will be entrusted to an election committee whose composition will be assessed later by all the dimensions. Each dimension organizes itself to bring new members into the ICANN process each year. All dimension bodies should have time-bound mandates and leadership teams prepared to take over regularly.
