2. Because we have many ALS which are either dormant or inactive (for lack of a better word), if their dormancy affect such important decisions like the vote that went out, is it time to consider what to do with the dormant ALSes? Would one such approach be tor purge them? This is a very important point to consider. This is a shame that we did not reach quorum and we should make sure we solve the issue as stated by Mwendwa. How many ALSes do we have? How many of them are active on the list? The best way to ask consensus would be to consider the ALSes that are active on the list because some may probably be using email adresses they are not reading very often and may have missed this vote. Or some, after registering their organizations are no longer interested in ICANN or maybe officials have changed with the new ones knowing anything about ICANN, etc. I suggest staff to conduct a survey (or a membership renewal type of thing) targetting all ALSes and see those who are active and these might be the ones to be involved in upcoming votes. ------------------------ **Arsène Tungali** Co-Founder & Executive Director, *Rudi international <http://www.rudiinternational.org>*, CEO,* Smart Services Sarl <http://www.smart-serv.info>*, *Mabingwa Forum <http://www.mabingwa-forum.com>* Tel: +243 993810967 GPG: 523644A0 *Goma, Democratic Republic of Congo* 2015 Mandela Washington Felllow <http://tungali.blogspot.com/2015/06/selected-for-2015-mandela-washington.htm...> (YALI) - ISOC Ambassador (IGF Brazil <http://www.internetsociety.org/what-we-do/education-and-leadership-programme...> & Mexico <http://www.internetsociety.org/what-we-do/education-and-leadership-programme...>) - AFRISIG 2016 <http://afrisig.org/afrisig-2016/class-of-2016/> - Blogger <http://tungali.blogspot.com> - ICANN Fellow (Los Angeles <https://www.icann.org/news/announcement-2014-07-18-en> & Marrakech <https://www.icann.org/resources/pages/marrakech55-attendees-2016-03-14-en> ). Dear all, I’m very pleased to hear (read) your concern about ALS activity at AFRALO. This issue has been discussed for long and even criteria of activity were proposed not only in AFRALO, but also in all the other regions. For AFRALO, this issue is under consideration in the Operating Principles review Working Group that I’m chairing. We started in 2014 and stopped due to our deep involvement in the IANA stewardship transition and ICANN accountability processes. We already addressed several parts of our work, and will resume soon to finish the review and give our recommendations to AFRALO for adoption. You are all welcome to join the WG. ----------------------------------------------------------------------------- Tijani BEN JEMAA Executive Director Mediterranean Federation of Internet Associations (FMAI) Phone: +216 98 330 114 +216 52 385 114 -----------------------------------------------------------------------------

As far as ALSes are concerned, AFRALO has had a very good increase in the number of ALSes, due to the efforts made by the Outreach and Engagement WG. As mentioned by there is need to have measures in which ALSes engagement can be measured to detect those that are active and inactive. ᐧ Daniel Nanghaka ALAC Sub-Committee on Outreach and Engagement – Co-chair from AFRALO ISOC Uganda Chapter Tel: +256 772 898298 On 31 January 2017 at 23:09, Arsène Tungali <arsenebaguma@gmail.com> wrote:
Dear Tidjani,
This is wonderful to know. Please do share an update about the work so far, if possible, and the link for people interested to join the WG.
Thanks, A

Dear all,
I’m very pleased to hear (read) your concern about ALS activity at AFRALO.

+1 @ Arsene. But, we, as AFRALO members, should lead this identification initiative as we have a ROP in place.
Warm greetings, Fatimata

Thank you Staff for a job well done.
I have a few questions
1. If the vote does not reach quorum, what is the interpretation? Does the result stand, or it is annulled? 2. Because we have many ALS which are either dormant or inactive (for lack of a better word), if their dormancy affect such important decisions like the vote that went out, is it time to consider what to do with the dormant ALSes? Would one such approach be tor purge them?
Sincerely.
