[ALAC] RAA

Over the past day, there has been a discussion about steps forward with respect to the RAA amendments on the NA-discuss list as well as the ALAC list. There has also been at least some mis-information. I have tried to summarize the current situation in preparation for tomorrow's ALAC teleconference.
