Dear All, you will have seen the announcement below. You'll notice that nominations are made for several positions: Chair Two Vice Chairs Rapporteur Representative from a Region These are part of the current Rules of Procedure AL/2007/1/1.Rev 11 As you know, several Task Forces, working as part of the Rules of Procedure Working Group, are re-writing the by-laws and the officer positions are set to be changed completely. As a result, it is unlikely that the positions above have any meaning as such. While it is anticipated that there might be two Vice Chairs, the Task Force might choose that there would be one Chair and four other representatives who might rotate the Vice Chair positions. This is still unknown. What is known is that once the new Rules of Procedure are voted, some positions might become obsolete as such. Personally, in the two years I have been Chair, I have not followed a strict hierarchy with members of the Nominating Committee. While in formal cases of running a meeting, according to Robert's Rules of Procedure, a Vice Chair has taken over in my absence, the Rapporteur position was never used and I considered input from all ExCom representatives on an equal level. the ALAC will elect a Chair, at least two (2) Vice-Chairs and a Rapporteur. Rule. 2.2 states that all officers are normally elected at an Annual General Meeting of ICANN. Rule 9.1 states that the election call will be sent by the current ALAC Chair.
