Darlene, couldn´t agree more with your point of view. Moreover, because in the case of my region, LACRALO Created the Chair position in Mexico (we only had Secretariat before this) and I remember, as it happened to be my proposal, that the main ideas were related to the added value that could provide having both officers involved in this process (that included participating in f2f meetings). This is the reason we wanted to follow other RALO´s example (such us NARALO in this matter). And so we did it. I wasn´t at yesterdays teleconference but wan´t to agree with Gareth also about his idea. We just have to continue to say this loud and clear. Gareth On 12-Jun-09, at 10:21 AM, Thompson, Darlene wrote:
Yes, but I am not sure that it would have to come at the expense of the RALO leadership giving up their travel to the ICANN meetings - I don't remember that being discussed at our last telephone conference.
It seems to me that ICANN, because of the JPA, created this bottom-up approach and should not now be nickel and diming it. I also don't want it to be perceived that because the RALO leaders get to go to the meetings that this has squashed any regional meetings. I have never heard that from ICANN and I sure don't want to bring it into the mix now.
It just seems to me that the RALO leadership has BECOME effective because of attending these meetings and are now able to lead regional meetings in an effective way. To me it's a total mix that must be brought to the table - but not one thing to the disadvantage of the other (if that makes any sense at all).

Why don't we just put something like this in as a Statement with specific RALO and ALS support listed I hope... ...The ALAC wishes to make clear the following in connection with the proposed Travel Procedures for FY2010:
In this draft, it is suggested that either RALO leaders may attend each of the three ICANN meetings, or the funding for those 10 persons may be used to support General Assemblies for the Regional At-Large Organisations ("RALOs") throughout the year.
The ALAC *(and this is where we could literally list RALO and ALS support)*must reiterate our previous points that this is not an "either/or" situation. There has been a very clear benefit to the RALO leadership attending ICANN meetings on many levels. At the same time, a chance for each RALO to meet face-to-face each year is also of enormous benefit.
You have explicit support from NARALO, which discussed this at its last conference call and was considering an independent statement. But what you have is fine.
As was said by someone else in our meeting, At-Large and the RALOs are ICANN creations. So long as ICANN maintains these artifacts as a vehicle for bottom-up community policy-making, it needs to enable us to fulfil the mandate *IT* created.
