To adequately prepare for a Virtual ICANN68 Policy Forum and beyond, the ccNSO recently undertook the following efforts: Community consultation during special Council meeting The ccNSO Council and the ccNSO Working Group and Committee Chairs met on Tuesday, 7 April, to discuss the impact and way forward for the ccNSO schedule at ICANN68 and beyond. Highlights from the discussion include a preference to: - maintain the relevancy of the ccNSO within ICANN overall. - organise a limited number of sessions, with a limited duration. - keep the regional timezone rotation It was further noted that the virtual meeting is an opportunity to engage ccTLD managers that typically do not attend in person. While there is no negotiated outcome, the IGF informs and inspires those with policy-making power in both the public and private sectors. At their annual meeting delegates discuss, exchange information and share good practices with each other. The IGF facilitates a common understanding of how to maximize Internet opportunities and address risks and challenges that arise. About the ccNSO Internet Governance Liaison Committee Since many years, country code top-level domain managers have been engaged in conversations and contributing to the work on Internet Governance (IG) related matters. To bring this engagement to a next level, the ccNSO created the Internet Governance Liaison Committee (IGLC), chaired by Pierre Bonis (.fr). As per its Terms of Reference <http://r20.rs6.net/tn.jsp?f=001VZZmSI5bPqJus7ezNj-oGzTZSMR-OIpMlLjtZqWy_kr9p...>, the Committee takes an active role in coordinating and facilitating the participation and input of ccTLD managers in IG-related discussions and processes. The focus lies on those IG-related topics, selected by the IGLC as being relevant to ccTLDs, namely: Cybersecurity, Capacity building & inclusion, Digital divide, Internationalised Domain Names (IDNs), Local content, Regulations, Role of the ccTLDs as promoters of the IGF dialogues, Technical. The ccNSO Internet Governance Liaison Committee (IGLC) aims to create a repository of events, programmes or initiatives in the Internet Governance area, that address ccTLD-relevant topics. To that end, the IGLC launched a survey at the end of 2019, with two main objectives: - share information among ccNSO members, not only on upcoming meetings or events, but also on previous talks, in order to help fostering cooperation between ccTLDs who would like to share their views on one of the 8 relevant topics. - advertise to the broader ICANN community and other key players the important role of ccTLDs in Internet governance talks. Stay informed about ccPDP3 This third-ever ccNSO Policy Development Process aims to develop policy recommendations for the ICANN Board, which will include a review mechanism pertaining to decision on the delegation, transfer, revocation, and retirement of ccTLDs. In March 2017, the Council decided at the time to split the work in 2 phases: - Phase 1 (ccPDP3-ret) The working group focused on the retirement of the delegated Top Level Domains associated with alpha-2 codes assigned to countries and territories listed in the ISO 3166-1 standard. In May 2020, the Phase 1 Working Group (ccPDP3-ret) will publish its Interim Report for Public Comments. The report focuses on the retirement of country code top-level domains (ccTLDs) and specifically seeks community input on the duration of the retirement process and the procedures leading up to the removal of a ccTLD from the Root Zone. To inform the community about the Interim Report, 2 webinars were held on 23 April and 24 April respectively. The timeline will be adopted and the Nomination Process Manager will be appointed at the next ccNSO Council meeting, held in May. Most likely, the Nomination Process will start in June 2020, to ensure that the background check of candidates is completed before a Q& A of the candidates with the ccNSO Membership. - Discussion around the Work Plan and the ccNSO priorities. The Council will hold a virtual workshop on this topic, leading up to ICANN68. - The ccNSO Council approved the IANA Naming Function SLA on creation/transfer of ccTLDs. To be implemented, the GNSO Council will also need to approve the proposed change. - The ccNSO schedule at ICANN68 The next ccNSO Council meeting will be held on 21 May 2020 (12 UTC).
