Dear All,
Hope you are doing great.
Unfortunately I won’t be able to be in the next ALAC meeting because I will be travelling, but here is the written report.
This month we have the monthly *ccNSO Council meeting* and the *meeting between ccNSO and GNSO*.
*ccNSO meeting 207* was held on *July 18th., 2024.*
You can find the complete AGENDA <https://community.icann.org/display/atlarge/ALAC+Liaison+to+the+ccNSO+Report...> and draft NOTES <https://community.icann.org/display/atlarge/ALAC+Liaison+to+the+ccNSO+Report...> and

I will highlight some of the topics of the meeting:
*ICANN STRATEGY FOR WSIS+20*
A meeting has been held on July 16th., between ccNSO and Sally Costerton, regarding ICANN WSIS+20 Strategy.
Here are some of the notes of the meeting:
The following items were discussed and related actions will be executed together (either individually or together) for further cooperation.
*Improving Coordination *
- We will set up a smaller working group, composed of members of our WSIS+20 Outreach Network, to provide a regular forum for interested participants to coordinate more effectively. We welcome your suggestion for ccNSO members to participate in this group. We will arrange regular calls for this working group to strategize ways to engage in the WSIS+20 discussions.
- With regard to specific stakeholder groups and interested parties that have a specific interest in the WSIS+20 discussions, we welcome the opportunity to establish small ad-hoc groups to enable an exchange of ideas in relation to those specific areas. Any ad-hoc group set up with ICANN coordination should operate under the principles of transparent dialogue and open participation.
- ICANN expects to partner closely with the ccTLD Technical Community Coalition that was announced earlier this year.
*Proactively Providing WSIS+20 Analysis and Recommendations *
- As part of our work with the WSIS+20 Outreach Network, ICANN will provide WSIS+20 related analysis, talking points, and recommendations for action. These talking points of course may be used by ccTLD members in their interactions with their respective governments.
- Working with the community, ICANN will continue to publish information about public calls for submissions to the UN bodies.
*Providing Core Messaging *
- We will provide more detailed messaging about the WSIS+20 Review Process on the WSIS+20 Outreach Network page of the ICANN website.
*Messaging for Media Engagement *
We will collaborate further to ensure we have consistent key messages for the media. These messages will include, among others:
- Information about the UN processes and what these processes mean for the future of the multistakeholder model of Internet governance - How ICANN’s multistakeholder model of governance and the ICANN SO/ACs have contributed to the security, stability and resiliency of the DNS, and thus to the functioning of the single, interoperable Internet.
*CALL FOR VOLUNTEERS OR EXPRESSION OF INTEREST FOR VARIOUS GROUPS *
A call for volunteers has been launched for the following positions:
- Members ccNSO Policy Gap Analysis Working Group (PGA WG) - At least three and maximum six Council members to the ccNSO Onboarding and Mentoring Committee (OMC), including one NomCom - appointed Councillor and one member from the broader ccTLD community - One ccNSO appointed liaison to ALAC - One ccNSO appointed liaison to GNSO Council - One ccNSO appointed liaison to UASG - One ccNSO delegate to NomCom - One ccNSO Member and one Alternate to Customer Standing Committee (CSC)
*Note:* *some of the calls were closed already and members appointed.*
*Laura Margolis is confirmed as a participant of the new PGA WG.*
Complete information on the appointments is available on the NOTES <https://community.icann.org/display/atlarge/ALAC+Liaison+to+the+ccNSO+Report...>

Joke Braeken has been elected as the Elections Council Manager
The following Councils should step down:
Biyi Oladipo (AF Region)
Jordan Carter (AP Region)
Nick Wenban-Smith (EU Region)
Demi Getschko (LAC Region)
Pablo Rodriguez (NA Region)
In accordance with the adopted timeline the ccNSO Council launches the ccNSO Council Election Process and requests the Election Process Manager to open the call for Nominations on 1st. October 2024.
*Tech WG*
Jacques Latour stepped down before the end of his term, and Niklas Poussette was elected as the new Vice Chair.
Ondrej Filip ended his 3 years term and was reappointed as Vice Chair for a new 3 years term.
*3rd CSC Effectiveness Review: How to handle the review*
*Background:*
According to the ICANN Bylaws and Charter of the Customer Standing Committee, the 3rd CSC effectiveness review is expected to start around 1 October 2024. The 2nd Review was concluded in June 2022, and one of the recommendations was to amend the ICANN Bylaws (and Charter of the CSC) to expand the duration between the reviews to five years after the previous review was concluded. Amending section 17.3 is a Fundamental Bylaw change. Further, according to section 17.3 (b) the method of review will be determined by the ccNSO and GNSO and the findings of the review will be published on the Website.
*Action:*
Defer the 3rd Effectiveness review. Meeting with GNSO Council agreed to draft a joint letter CSC: support deferral. Not all recommendations have been implemented due to the short time-frame between the conclusion 2nd. review in April 2023. Also noted 3rd. CSC effectiveness will run partially in parallel with 2nd. IANA Function Review, limiting pool of potential liaisons and volunteers.
*MEETING ccNSO and GNSO*
*ccNSO and GNSO Councils* met on *July 11th., 2024*
Agenda meeting available here <https://community.icann.org/display/ccNSOCWS/11+July+2024+-+Joint+Meeting+wi...>

CSC Membership Selection process.
Also meeting strategies were discussed.
ccNSO updates were on Policy Gap Analysis (PGA), Continuous Improvement and ccNSO purposes and goals for FY25-26 including portfolio of activities.
Brief discussion on WSIS+20.
As suggested by Justine, I will be participating in the new PGA WG, so I will keep you informed and we can discuss if we need to appoint any other participant from ALAC to join me.
Any questions or topics you would like to know more details, or just deep dive, just let me know.
Thank you!
Kindest Regards,
