[ALAC] Auction Proceeds statement

Just a short note to say that I have posted some comments to the Auction Proceeds statement. Two of the Auction Proceeds Members appointed by the ALAC (me and Sebastien) have some issues with the statement that ALAC members may want to consider in refining or approving the comment.
