There's one significant omission, though it might not be deliberate: the role At-Large played in this. Milton may have thought that the breakthrough was in Brussels, but we saw a change sooner. In Nairobi -- both in the general At-Large GAC meeting and a smaller group later attended by myself and Carlton -- we discovered that the GAC was looking for alternatives and was clearly uncomfortable with the status quo proposed MAPO restrictions. What was new this time around is that the GAC may be telling ICANN that a viable option is to not bother with MAPO at all, and leave it to individual countries to filter based on content (should they decide to do so). - Evan
