OK, was this Toronto meeting a "regional meeting", as envisioned by by WG1 or rather a meeting of the staff with a specific group on a specific topic ? We need a definition of what this concept of "regional meeting" covers. Otherwise, any meeting of the staff with more than one person could be considered a "regional meeting", where all stakeholders should be present. I do not think this is what we want.
