The annex very explicitly explained the whole process relating to new gtlds from the initial development policy in 2005. I agree with the prominence of GAC and SSAC advice, but then perhaps its because there is some difference between high level sovereignty and stability issues versus the interests of ordinary end-users.I felt that the report fairly represented our contributions in light of those of others, when we made a contribution. I mus admit that I started reading this section with quite some suspicion. History is often biased. However, I was pleasantly surprised about the quality of the history. Kudos to the people who have put it together. The only caveat I have is the prominence of the GAC & SSAC advice, with ALAC being somehow considered second place.
