*Hi,* 2021 to 2026 — that’s 5 years!!! That is a long time in a community like ICANN. I think we need to give opportunities to others. I think it’s okay to renew those appointed in 2023 but not those appointed in 2021. It’s totally unfair, and At-Large seems like a circle... Anyway, it is a reflection of most of the RALOs. By the way. Since I know ALAC, it has always been a rubber stamp to WHATEVER the chair does. So I'm not surprised. The circle favours some people, and they always manage to use them to have their way, using various 'nice' tactics. I recall trying to change this narrative when I was on ALAC, with the support of a few other ALAC members; we almost achieved it once or twice, but never secured the majority. Why do I care? I have refrained from commenting on the mailing list, but this is too much for me to ignore. She has developed excellent working relations with the GAC Chair and the GAC Liaison to the ALAC and continues to actively facilitate intersessional cooperation between the ALAC and the GAC. She will continue to serve the ALAC well in her role as the ALAC Liaison to the GAC.
- GNSO: *Justine Chew* (October 2021)
*Justine*, in her role as the ALAC Liaison to the GNSO, has been extremely productive in ensuring that the interests of the of ALAC are understood in the GNSO. Justine has gained and shared her significant expertise in the GNSO policies and processes by explaining issues and discussing them with the members of the CPWG and ALAC. She will continue to serve the ALAC well in her role as the ALAC Liaison to the GNSO.
- ccNSO: *Laura Margolis *(October 2023)
*Laura, *in her role as the ALAC Liaison to the ccNSO, utilizes her experience as a ccNSO Council Member in her work as the ALAC Liaison. She has explained and reported on ccNSO policy activities in a clear and comprehensive manner since being appointed in 2023,identifying areas that might benefit from an end-user perspective to the ALAC. Laura will continue to serve the ALAC well in her role as ALAC Liaison to the ccNSO.
- SSAC: *Matthias Hudobnik * (October 2023)
*Matthias, *in his role as ALAC Liaison to the SSAC, has grown into his role very successfully through his work with the SSAC. He has taken to distilling new SSAC publications for easier comprehension by non-technical readers and providing regular updates, even explanations,on SSAC activities. Matthias will continue to serve the ALAC well in his role as ALAC Liaison to the SSAC.
All the liaisons have agreed to continue for one more year.
I received support from the ALAC for my recommended re-appointments.
Accordingly, the current ALAC Liaisons to the GAC, GNSO, ccNSO, and SSAC have been re-appointed for the period of one year starting at the close of ICANN84 on 30 October 2025 and ending at the close of ICANN87 on 22 October 2026.
Please note that until such time as an ALAC Appointee Metrics framework is adopted by the ALAC, the ALAC Appointed-Liaisons will be requested by the ALAC Leadership to participate in selected ALAC/At-Large activities. He/She may also be requested to provide periodic reports on his/her liaison work. Such reports may be verbal or in written form, and notice will be given to the ALAC Appointee on the timing of such reports.

Unfortunately Carlos, as an At-Large Liaison to an external organisation such as the SOs, it is not our role to be innovative or visionary. This is what we need to be in our own organisation. "LIAISON" is just that. They have to trust that person in that relationship to accurately provide information that reflects the views of At-Large, and reports back to At-Large in the same way. We listen to what is happening in our partner organisation, we do not tell them how to manage it. We listen and sometimes they may ask what we do in At-Large and we must be honest and tell it like it is within At-Large, not our own view. Our alignment with our partners on a lot of issues strengthens our relationship of trust and collaboration. The other organisation can reject a person we have chosen if they feel that their organisation is not being respected. We have had nothing but positive feedback over the past several years. Do we have others that immediately have that same level of confidence and trust of the other organisation, to replace the incumbents? The decision on the choice of liaison is not taken lightly, it is one of the most strategic decisions that At-Large ever has to make, especially when the credibility of our own organisation is at stake. Hi Carlos Thank you for your further comments. If I may just add.... The Appointments Committee of At-Large is the designated body within our organisation that makes selections to most of the appointments to positions and roles that are taken up by applicants from within At-Large. These are generally for positions to represent the interests of At-Large mainly for specialist roles such as mentors, or for member representatives in cross-community groups within ICANN, etc The current Liaisons were appointed during my term as ALAC Chair, and I can attest that not only were all the suitable candidates from within At-Large firstly assessed and recommended by the At-Large Leadership Team of the day, according to their professional backgrounds, and the personal qualities and characteristics that the ALAC Leadership team felt were appropriate requirements for their specific roles, BUT ALSO that the FINAL decision and selection was made in collaboration with the leadership teams of the respective organisations to which they were to be appointed. This is the critical factor. We must all remain aware that demonstrations of personal knowledge, commitment, efficiency, and other valuable interactive characteristics of all our volunteers within At-Large are constantly being scrutinised by outside organisations. When it comes to this level of selection, even social media and other community involvements may be included. A Liaison is being asked to be welcomed and accepted as an observer on the GNSO or ccNSO Council or the GAC or SSAC Committee. Therefore, the choice is made with much more precision and confidential coordination than choosing someone for a working group. But while it is not an exact science, I believe that the quality of the selection process of our current Liaisons has survived the test of time. To make any personnel change will require a similar process in order to meet the needs of both organisations. Even the SSAC Liaison has an extra requirement of having to be approved by the ICANN Board. We must also remember that it is a privilege to even be invited to provide a Liaison to another section of ICANN. Other aspirants to these roles must therefore be able to demonstrate similar capacities and abilities as capably as our current representatives, not only according to the expectations of our At-Large community but also of the other SO and AC communities within ICANN. Hi Maureen. A short response. I was 3 times ALAC member. Being the first person elected as ALAC member by any region, just twenty years ago, and my first charge on that time was to be ALAC liaison with NCUC.
The sense of my previous words have to do with the cappacities to face the liaision task. More than the confidence neccesary by both side of the relation being liaison. you need to improve everyday the task with new ideas to do better the job and new approches in order to make more efficient what you do.
But the most sensitive of what I wanted to exppresed has to do with the alternation needed and necessary in all democratic organization.
I know in ICANN many cases of positions cover by persons, almost ad- vitam ( by life), independently of how they do the job. And avoiding the participation and new engagement into the organization. We are creating an old thinking organization

- ccNSO: *Laura Margolis *(October 2023)
*Laura, *in her role as the ALAC Liaison to the ccNSO, utilizes her experience as a ccNSO Council Member in her work as the ALAC Liaison. She has explained and reported on ccNSO policy activities in a clear and comprehensive manner since being appointed in 2023,identifying areas that might benefit from an end-user perspective to the ALAC. Laura will continue to serve the ALAC well in her role as ALAC Liaison to the ccNSO.
- SSAC: *Matthias Hudobnik * (October 2023)
*Matthias, *in his role as ALAC Liaison to the SSAC, has grown into his role very successfully through his work with the SSAC. He has taken to distilling new SSAC publications for easier comprehension by non-technical readers and providing regular updates, even explanations,on SSAC activities. Matthias will continue to serve the ALAC well in his role as ALAC Liaison to the SSAC.
All the liaisons have agreed to continue for one more year.
I received support from the ALAC for my recommended re-appointments.
Accordingly, the current ALAC Liaisons to the GAC, GNSO, ccNSO, and SSAC have been re-appointed for the period of one year starting at the close of ICANN84 on 30 October 2025 and ending at the close of ICANN87 on 22 October 2026.
Please note that until such time as an ALAC Appointee Metrics framework is adopted by the ALAC, the ALAC Appointed-Liaisons will be requested by the ALAC Leadership to participate in selected ALAC/At-Large activities. He/She may also be requested to provide periodic reports on his/her liaison work. Such reports may be verbal or in written form, and notice will be given to the ALAC Appointee on the timing of such reports.

Hi Maureen, To Carlos' point, I think it would be useful to have, not only a formal liaison to the various other groups, but also a second person who is getting up to speed in the position, becoming familiar to that group, and generally becoming a potential successor. The need seems obvious. It is valuable to bring in new people across ALAC. It is important to have options when selecting liaisons, even if we expect to reappoint the current liaisons for the foreseeable future. And finally there is, regrettably, the "hit by a truck" scenario: At any point, the current liaison may become unavailable -- even if for less dire reasons. We would be remiss if we did not have a contingency plan. Of course Bill and Carlos Im not saying that we don't need a backup plan but that needs to be the responsibility of individuals within At-Large to demonstrate their value not just to At-Large but also their involvement in the activities of a targeted organisation. This must be obvious to both At-Large and to their organisation of interest. While current Liaisons will have regional responsibilities additional to their liaison roles, it would be an added responsibility to take on a mentor role. This should not be their role, it is up to individuals to indicate an interest and to At-Large leadership to work out a plan of action. The continuous improvement we are discussing in the current session should include succession planning in ALL areas of leadership within At-Large. Do we have others that immediately have that same level of confidence and trust of the other organisation, to replace the incumbents?
The decision on the choice of liaison is not taken lightly, it is one of the most strategic decisions that At-Large ever has to make, especially when the credibility of our own organisation is at stake.

*Justine*, in her role as the ALAC Liaison to the GNSO, has been extremely productive in ensuring that the interests of the of ALAC are understood in the GNSO. Justine has gained and shared her significant expertise in the GNSO policies and processes by explaining issues and discussing them with the members of the CPWG and ALAC. She will continue to serve the ALAC well in her role as the ALAC Liaison to the GNSO.
- ccNSO: *Laura Margolis *(October 2023)
*Laura, *in her role as the ALAC Liaison to the ccNSO, utilizes her experience as a ccNSO Council Member in her work as the ALAC Liaison. She has explained and reported on ccNSO policy activities in a clear and comprehensive manner since being appointed in 2023,identifying areas that might benefit from an end-user perspective to the ALAC. Laura will continue to serve the ALAC well in her role as ALAC Liaison to the ccNSO.
- SSAC: *Matthias Hudobnik * (October 2023)
*Matthias, *in his role as ALAC Liaison to the SSAC, has grown into his role very successfully through his work with the SSAC. He has taken to distilling new SSAC publications for easier comprehension by non-technical readers and providing regular updates, even explanations,on SSAC activities. Matthias will continue to serve the ALAC well in his role as ALAC Liaison to the SSAC.
All the liaisons have agreed to continue for one more year.
I received support from the ALAC for my recommended re-appointments.
Accordingly, the current ALAC Liaisons to the GAC, GNSO, ccNSO, and SSAC have been re-appointed for the period of one year starting at the close of ICANN84 on 30 October 2025 and ending at the close of ICANN87 on 22 October 2026.
Please note that until such time as an ALAC Appointee Metrics framework is adopted by the ALAC, the ALAC Appointed-Liaisons will be requested by the ALAC Leadership to participate in selected ALAC/At-Large activities. He/She may also be requested to provide periodic reports on his/her liaison work. Such reports may be verbal or in written form, and notice will be given to the ALAC Appointee on the timing of such reports.

Thank you for this discussion. I would like to make 3 points: 1. The ALAC Leadership has already thought about this issue (of "succession", for want of a better word) PRIOR to the reappointments and we already have a way in mind to attempt to address it post ICANN84 and so, we ask for your patience. 2. We also concur with Maureen's point about suitability of the person for each of the 4 Liaison roles being a crucial factor because the 4 roles carry strategic purposes for the ALAC and the At-Large. 3. The ALAC Appointees Metrics document that we are currently seeking At-Large comments on is also an important piece because it presents the minimum standard we should expect from our Liaisons (and other appointees) and remedial actions contemplated should an Appointee face difficulty in carrying out what the community expects of him/her. "LIAISON" is just that. They have to trust that person in that relationship to accurately provide information that reflects the views of At-Large, and reports back to At-Large in the same way.
We listen to what is happening in our partner organisation, we do not tell them how to manage it. We listen and sometimes they may ask what we do in At-Large and we must be honest and tell it like it is within At-Large, not our own view.
Our alignment with our partners on a lot of issues strengthens our relationship of trust and collaboration. The other organisation can reject a person we have chosen if they feel that their organisation is not being respected. We have had nothing but positive feedback over the past several years.
