I agree that this is NOT the slot for a "newbie". As the main criteria says, it is for someone who already is actively involved but would not otherwise be able to attend. Hi Alan, I am happy with the proposal you have made, you can work with the RALO Chairs to identify deserving candidates across the Regions. I would prioritize those that qualify (actively involved in various PDP's and working groups preferably those that support ALACs mission in a way and haven't attended an ICANN meeting (preferably policy) in the recent past. I agree with Alan - the slots should NOT be for ‘newbies’. When we start work on metrics, the test for people who have been ‘actively participating’ will be easier to determine. But, for a start, a history of involvement should be the test. That can include involvement in WGs (ALAC and other SO/ACs), in being a pen holder, or contributing to comments on the ALAC policy page, involvement in groups such as the Technology Task force, Capacity building, etc. And the involvement can be ICANN attendance as well as participation remotely. Agree with holly and the rest - I would just add that when setting the metrics we should take into consideration the Community Onboarding Pilot Program (COP) that ALAC is invited to nominate someone for, the COP aims to improve ICANN community newcomer engagement and retention rates, therefore we have another opportunity through the COP as well. That can include involvement in WGs (ALAC and other SO/ACs), in being a pen holder, or contributing to comments on the ALAC policy page, involvement in groups such as the Technology Task force, Capacity building, etc. And the involvement can be ICANN attendance as well as participation remotely. I agree with Sean on the point that if someone has been actively involved, but not had a travel slot before, they should get preference - but the first test is ‘actively involved’.
