I have read the NOI and found nothing that implies that the comments should be limited to be from US citizen or entities based in the US. On the other hand, some of the questions that are asked are about aspects that will have an impact beyond the US borders. Whether the NTIA will take into account comments from overseas is a completely different story. But we should not limit ourselves in commenting because of a presumption of being ignored. Besides, to have an ALAC discussion on the topics raised will be a healthy exercise independently from the fact of reaching consensus on a single document. I do agree with you Hadia. I read and had comment inside for some colleagues my views. From my view only if ICANN would demand opinion from its AC/SO, this NTIA position is more an internal political dance and ICANN can, itself, comment directly to them but I do not see our position in comment this more than acknowledge and internally comment our view of the consequences to ICANN , if any.
