Hello, I tend to agree with Andrei; it seem to me that organisations and citizens of the USA are more appropriate responders to this enquiry. However if ICANN being an organisation incorporated in the USA then believes her MS community should respond then they need to initiate a process to collect those feedback from the community and submit it as ICANN MS community response to the NTIA's call for comment, otherwise, I do not think it is appropriate for ALAC/Atlarge to respond directly to a country's call for comment. For better or worse, the NTIA's eventual position on the IANA function, it current dispensation and the corollary cooperative Agreements will impact ICANN the corporation, the ICANN MS process and, global internet users. IMHO and by virtue of ALAC being the representative of the global internet user view in the ICANN MS process is accorded standing. As OCL pointed out, when the IANA transition matter came up and a similar request came out of the NTIA, the ALAC commented as indeed several members in their own right. I hear you loud and clear, but time has changed brother and we are no longer in the oversight regime when we needed to convince the big guy. Even at that time of transition there was a clear call to the global community by NTIA which ALAC indeed form a part of and we responded as such but the current call does not strike me as anything close to that, unless we want to grant legitimacy to this than necessary I'd prefer (and suggest) we stay put. I thought many of you might be interested in the Notice Of Inquiry (NOI) published by the NTIA on International Internet Policy Priorities.
The NOI includes some questions in relation to the IANA transition. Most precisely it raises the question on whether the transition should be unwound and if so, how?
There are also questions related to free flow of information and jurisdiction, Multistakeholder approach to internet governance, privacy and security and emerging technologies and trends.
