Petition for ALAC Advice on String Change/Replacement Mechanism for ASP Applicants
I am petitioning the ALAC to urgently produce advice to the ICANN Board to support the intent of Edmon Chung's proposal to help ASP applicants have an appropriate way out of a contention set should they get caught in one, and not be pushed towards an ICANN Auction which they will more than likely not win given the cap to the Bid Credit. We have pushed as hard as we can in the SubPro IRT but apart from pushback from ICANN org IRT support staff (too late, additional costs, complications to alter system development), several IRT members are constrained to support it as the IRT isn't supposed to make "policy" changes. Other members of the IRT are opposed to any changes whatsoever. So the only way through is to appeal to the Board. It would be better if we can secure (another) collaboration with the GAC, but we should move in parallel and just submit ALAC Advice if we cannot get GAC on board quickly. If there is support for this, I would ask that Edmon Chung be involved in helping to set out a suitable description of changes that could be accommodated without too much difficulty to ICANN org. Kind regards, Justine

Hello Justine, I will add my +1 to the intent of this as well. That said, I briefly read through Edom Chung's proposal, and i quote the section below: To rectify this issue, this comment suggests a simple adjustment to the
Draft AGB by allowing ASP supported applicants to submit their Replacement String within the first 3 days of the 14-day Replacement Period to avoid contention *(even if it means selecting a less desirable string)*.
While I appreciate the intention to ensure that "A SP" has some kind of "success" this time around, the suggested way forward, though is an improvement, still seems to me like grabbing the crumbs of the tlds (for lack of better words). Makes me wonder if an ASP supported applicant can really get a meaningful or useful string from this process eventually. Perhaps the question of who should qualify for the ASP program may be what we've not adequately/intentionally addressed. Thank you Justine, While I fully support your petition and find Edmon the best person to help, I remind you that a similar situation was met when I raised the fact that the ASP was not designed to support applicants from underserved regions and communities (except the indigenous community): The 4 entries to the ASP don't consider any of them which means that the announced gool of making the DNS industry more inclusive with real diversity won't be" acheived. I was said that this is policy and we can't modify a policy in this phase of implementation. The remark of Seun is very pertinent. So, full support of thec petition Justine. A +1 to Seun. And to Justine fighting on. FWIW, I shall always contend the ALAC Advice to the Board is meant to be our hammer; in by-law, available to us anytime, from anywhere on any subject. Have to say though in regard to the ASP, we have fought the good fight. But from my edge of the empire, what has emerged is hardly likely to attract aspirants from the edge. Great suggestion Justine. For all ASP applicants who may fall into this category, it is important. And if the Board and IRT stand behind their original proposal to ensure that underserved regions get an opportunity to actively and successfully participate in this upcoming round, then they really need to support your request as well.
