Dear all, Thank you to those to expressed support to the list (or to me privately) to my petition. Please find the draft ALAC Advice for comment. Given the urgency, I would ask that you keep your comments (if any) to any glaring errors or any additional crucial points that need to be made. Please do not edit the existing text; instead please provide any feedback by way of the comment function. https://docs.google.com/document/d/1jf5bsxvbnyJJIGCcCMC7MC7hwByOgsRxup6NrUXM... I have copied Edmon Chung in this reply - I'd like to express my appreciation for this tremendous help in putting this draft advice together. (I confess I do not know whether staff has set this googledoc to view-only or even viewable to anyone else, but I'm confident that the setting can be updated in a jiffy) Thanks, Justine On Mon, 8 Sept 2025 at 11:40, Laura Margolis via ALAC <alac@icann.org> wrote:

Great suggestion Justine. For all ASP applicants who may fall into this category, it is important. And if the Board and IRT stand behind their original proposal to ensure that underserved regions get an opportunity to actively and successfully participate in this upcoming round, then they really need to support your request as well.

I am petitioning the ALAC to urgently produce advice to the ICANN Board to support the intent of Edmon Chung's proposal to help ASP applicants have an appropriate way out of a contention set should they get caught in one, and not be pushed towards an ICANN Auction which they will more than likely not win given the cap to the Bid Credit.
We have pushed as hard as we can in the SubPro IRT but apart from pushback from ICANN org IRT support staff (too late, additional costs, complications to alter system development), several IRT members are constrained to support it as the IRT isn't supposed to make "policy" changes. Other members of the IRT are opposed to any changes whatsoever. So the only way through is to appeal to the Board.
It would be better if we can secure (another) collaboration with the GAC, but we should move in parallel and just submit ALAC Advice if we cannot get GAC on board quickly.
If there is support for this, I would ask that Edmon Chung be involved in helping to set out a suitable description of changes that could be accommodated without too much difficulty to ICANN org.
Kind regards, Justine
