2. The Senate bill is seemingly devoid of any content, programs or plan that would do ANYTHING, let alone fundamentally change the Internet.
Keep in mind that the US is not a parliamentary system. Vast numbers of bills are filed, most of which never get out of committee. A new bill is not very interesting unless it has a lot of support from members of both parties, which in this Congress is rare.
