I may be naive, but I certainly hope not.
In one of my past lives, I ran workshops training people from developing countries on how to build, run manage and use the Internet in their countries (including quite a few who hold or have held prominent roles in At-Large and ICANN). We often had students (and occasionally staff) from countries that had active, sometimes armed, disputes with each other. In the best possible spirit of the Internet, they worked and lived cooperatively with each other, and at times took great pains to explicitly point out that their countries may be fighting, but they were not. I'm sure that at some level, there might have been suppressed tensions, but they did not (to my knowledge) ever get to the level where they affected what we were trying to accomplish.
I would like to think that At-Large can do as well.
