Hi Avri... The second round vote => as announced yesterday is deffined in the process approved and developed by the ABSdt and is ONLY for the Electorate i.e. ALAC members not disqualified by being candidates and the Regional Votes (this is an electorate of 19 btw as NomCom had no mechanism to replace Alan's vote)... Any other mechanism (including second round voting such as EURALO is discussing on their list now) to affirm, re-establish OR alter the directed choice of candidate that they give their regional directed voters (in some RALO's they direct ALAC Members as well APRALO does not) is up to the RALO and their ALSes to decide... So lets ensure we do not confuse the "rounds"... Cheryl Langdon-Orr (CLO) On 27 November 2010 10:23, Avri Doria <avri@acm.org> wrote:

Dear Colleagues, APRALO Poll has been completely and result was announced on November 26. Please refer to my following announcement on the result. Number of voters: 7 · Group size: 19 · Sébastien Bachollet 57.14% Alan Greenberg 42.86% Pierre Dandjinou 0% With Sébastien having received more than 50% of first preferences in count 1, or 4 out of a total of 7 votes, it was not necessary to go to a second count. After the poll was close, two ALSes that did not participate the poll wrote to me and staff to indicate their preferred candidates. These two ALSes are: Pakistan ICT Policy Monitor, supporting *Sébastien Bachollet *; and, Internet Users Society Niue, represented by Per Darnell since November 26, supporting *Alan Greenberg*. Given that the purpose of the poll is to let all the ALSes to openly express their views, both "belated" messages were equally accepted, recored and * COUNTED*. Therefore, totally 9 (7+2) ALSes indicated their preferences. 5 (4+1) prefer *Sébastien Bachollet, *4 (3+1) prefer *Alan Greenberg*. Under such counting, Sébastien still received more than 50% of first preferences in count 1, or 5 out of a total of 9 votes, it was not necessary to go to a second count under STV. I hope I've made whole process extremely transparent and ease any doubt about unfairness. For whatever reason, any one is welcome to comment whether you want to either replace me in the vote or remove me from chair position, or both. I think if you read my comments carefully you will see there was no "direct allegation of the fairness of the poll". I have tried to be careful to be rather indirect when making any suggestions: this is a sensitive situation and all my comments have been intended as suggestion not recommendation. But I don't think you understand what I am trying to suggest. 12 ALS did not vote. One of them seems to have had a problem during the poll period, as a result I have suggested how they would have voted might be considered. And a way to do that might be to release the voters to vote as they think best. How the other ALS might have voted, unless they noted problems with the vote process, is it not relevant, they missed the voting period (that's the nature of elections.) Best, Adam

Dear Colleagues,
APRALO Poll has been completely and result was announced on November 26. Please refer to my following announcement on the result.
Number of voters: 7 · Group size: 19 ·
Sébastien Bachollet 57.14% Alan Greenberg 42.86% Pierre Dandjinou 0%
With Sébastien having received more than 50% of first preferences in count 1, or 4 out of a total of 7 votes, it was not necessary to go to a second count.
After the poll was close, two ALSes that did not participate the poll wrote to me and staff to indicate their preferred candidates. These two ALSes are:
Pakistan ICT Policy Monitor, supporting *Sébastien Bachollet *; and,
Internet Users Society Niue, represented by Per Darnell since November 26, supporting *Alan Greenberg*.

Did Pakistan ICT Policy Monitor have a problem with voting, or did they, like 10 other APRALO ALSes simply miss the vote window? If the latter, then how they might have voted is irrelevant. The situation with Internet Users Society Niue appears somewhat different, they wished to vote and had a problem casting their vote. The comments imply no criticism of the APRALO chair, no replacement in anyway being suggested, I am surprised at the reaction. My point is that in the interest of fairness, it might be best to release the RALO's voters from the directed vote. People may disagree, but whatever, time is running out (and I expect some/all may have already voted.) Best, Adam At 3:22 PM +0800 11/28/10, Hong Xue wrote:

Hello Hong: I apologize for any confusion I may have unintentionally set in motion in my attempt to arrange for IUSN to be able to participate in the polling request for candidates for ICANN Board seat #15. I have a question: is it possible, in the interest of transparency and public information, to at least obtain the names of the 15 (8 +7 as you cite below) APRALO members who were able to successfully participate in the poll? If so, could you please post those entities' names to the public APAC list? This would in no way violate any privacy concerns with *how* each participant voted. Many thanks, Bill Semich On Nov 28, 2010, at 2:22 AM, Hong Xue wrote:
