Colleagues, The deadline for nominations has closed. We have 3 candidates nominated thus far, summarised below. *CANDIDATE* *NOMINATED BY* *ALS* *NOMINATION DATE* Nirmol Agarwal (ISVK) ISVK-India / ISVK-India / 14th August 2007 Siavash Shahshahani (No ALS) Cheryl Langdon-Orr / Bilal Beiram ISOC-AU / AKMS 15th August 2007 Karaitiana Taiuru (New Zealand Maori Internet Society) New Zealand Maori Internet Society / Franck Martin New Zealand Maori Internet Society / 15th August 2007 Out of the above 3 candidates, 2 were self-nominations (Nirmol and Karaitiana). Siavash has not indicated to the list that he has accepted the nomination. At the Bali Meeting earlier this year, there was general consensus that APRALO roles and functions would be handled by members from within ALS'. If there was no interest from within ALS' then such roles and functions could be offered to persons outside the ALS'. In this instance we have 2 persons representing ALS' interested in the position, and 1 person nominated from outside the APRALO ALS'. Dear Rajnesh, Just to clarify, as Cheryl indicated in her letter to you, I had asked to be considered for the Nom Com, so I had been self-nominated and there was no question of accepting or rejecting the nomination. Regarding your recollection of Bali meeting, I'm sure you remember that I was there too(and in fact I chaired the meeting!). While your statement about APRALO roles is correct, let me point out that that the Nom.Com. representation is not a RALO function. According to ICANN by laws ALAC selects the Nom Com representative but should seek advice from the relevant RALO. If anybody has led you to believe that the initiation comes from the RALO, they've been wrong; I suggest that you read the by laws. There was a discussion about this recently on the internal ALAC list and concern was expressed that ICANN staff may have unwittingly misled the RALOs about the subject. If we stick to the consensus agreed to in Bali, then our preference must be between Nirmol and Karaitiana.

There is no process issue as there is a seconder for both Karaitiana and Nirmol. I also refer to my email a short while ago which also refers to "process" issues. Karaitiana's self-nomination was supported by Franck Martin of PICISOC (on this list last week) and I have been informed that Nirmol's self-nomination is being supported by Christopher To of HKIF (emailed to me yesterday). I'm afraid I feel an obligation to correct a statement below. At no time did I mislead anyone about anything - unwittingly or otherwise - to my knowledge. The email I sent out was a summation of what the ALAC had decided to do as regards its bylaw-based obligation to 'consult' the RALOs about the NomCom appointees. There is no obligation, as Siavash states below, for the ALAC to 'seek advice from' a RALO. It must 'consult' the RALO but this of course can take whatever form that the ALAC itself wishes that consultation to take. Since the RALOs have been asked to put forward names from their region for these posts, the RALO can decide whether to put forward to the ALAC one name or several, and it may choose any process it wishes in order to choose the name or names it wishes to put forward. If the RALO wishes to put forward only the names of candidates who are members of an ALS, it is free to do this - however, it is important to state that the person, once appointed, is meant to represent not their region or their constituency or their ALS but to act entirely in their personal capacity.
