Dear all, I see that ALAC has the same problems as we all have. The governance of on-line relational spaces (what ever they may be - club, classes, working teams, distribution list, consulting groups, etc.) is currently insufficently deconstructed (it is too complex to just be analyzed) and inadequately supported. We experience this everywhere (IGF, ISOC, IETF, ICANN, etc.). ISOC just issued an RFP for a solution. In the past members of this list remember that we worked on the matter for the IDNO and the DNSO/WG-Review. I also spent a lot of efforts when we rationalised the icannatlarge.org vot: that was most probably the largest technical effort of the @large community (set aside the ICANN BoD election). Some of us, also know the IETF solutions. Others know the UNESCO post-WSIS management, others have the experience of MAAYA multilingual support. This has built a technical "what to do" common know-how. france@large has proposed a French IGF bootstrap and has incoprorated its secretariat (AFGI). The first conclusion was that the AFGI (which has needs similar to the ALAC) is to develop a Distributed Intergovernance System (DIS), supporting features like : websites, mail, webdav, Atom/RSS, wiki, subversion, maieutic tools, voting system, statistical reports, indexing, multilingual thesauri, ISO 11179 registry conformance, LDAP, member personal web pro-active interface (sending a daily mail with a link to each task to be performed), bylaws directed cron and reminder, etc. Such a system should support every ancillary task that can be automated, using very simple functional interfaces and a bylaws description file (a "bylawcale") permitting to automate (cron) the different tasks, votes, messages, etc. to be sent. This would remove a lot of the risks of contention among members due to the overload imposed on the Chair, Secretaries, etc. Last year, I presented an ISOC project to test the concept based upon a French open source system used at Ministry level ("even the Minister can use it") named Mioga2. It is quite attractive because it is distributed (it can be built as a network of totally independent and secure systems on local machines) and highly secure (you can permit people to access one single file on your machine). This project was introduced also as a network of such systems able to manage distributed projects. It was selected in the first round (level of interest) and failed on the financial side (it was not presented to win, because I had not the technical team to build and test it). I think we should try to gather forces to study such a kind of system and agree on its specs. So, it could be better deployed, used and tested. All votes by the ALAC excepting those for individuals are open.
All votes last for seven days with few exceptions. Of course, if one is gone on holiday for more than a week and a vote is requested during one's absence it is entirely possible to miss a ballot.
