They're right, domain tasting and fast flux are both evil, but they're separate issues. The solution to domain tasting is easy, get rid of it. Fast flux is somewhat more complicated, but a good start would be to tell registrars set a rate limit to the number of DNS server changes, on the order of one or two per day.
