Danny, This is meant to be the extension of the comment period on the draft produced in mid-October, i.e. the one that has been presented and discussed in Los Angeles. The extension has been requested to me (as BGC Chair and GNSO Review WG Chair) by two constituencies who needed more time to prepare an answer that could take into account the discussions we had in LA. Incidentally, this means that the draft that will go to the BGC (and therefore not a "next iteration") will be done only after reception of these comments, i.e. in December. This is most likely the last chance to comment, because if the BGC agrees on the text, it will be moved to the Board for final decision. Of course, there will still be the chance to address directly the Board, and the Board will most likely open a public comment period, but the chances of having substantial changes at that point in time would be slimmer than in the earlier drafts, when the text was in the hands of the Working Group. In simple words, if ALAC has something to say, it better say it now, including if there are some points that ALAC considers good ones, and that it does not want to see dropped in the final draft. Sorry, but I don't understand why we are expected to make further comments at this point before the next iteration of the BGC WG report comes out...
As per the transcript of the GNSO Improvements session:
"And we are going to produce another draft roughly by the end of November. We're planning to present a new draft for the attention of the Board Governance Committee, who will then transmit it hopefully for the consideration of the board in the December meeting. At the latest, in January."
So what's the point of a nine day comment period extension when no new documents are available to consider?
