Quick summary for the non-spanish speakers - it seems that the Spanish Region of Cataluña, who now have the .CAT domain might soon be granted a two letter TLD (ie. appear in ISO3166-1). Currently, two other spanish territories (canary islands and Ceuta & Melilla) have such status, and Cataluna wants to have it too.
Looks to me like wishful thinking. The ISO is extremely conservative about what they put into 3166, with extensive consultation to the UN, carefully limiting it to actual countries, and places that are physically separated from the country of which the are a part. If they added Catalonia, it would open a can of worms reaching from Kurdistan to Tibet to the Tamil part of Sri Lanka to Quebec.
