I would suggest that the number of postings should not be the determining factor, but the content. Many of his recent comments have been relevant to the internet community, but not to the issues of ICANN.

I'd like to make a motion that the suspension be permanent, on the basis that similar warnings/suspensions have been issued many times before and ignored, and that the poster has long been known to the ICANN community as a disruptive presence.
