Another useful reform, one that has been on the table since ICANN was initially created, is to remove the President/CEO from having a seat on
the
board of directors.
I also have uneasy feelings about the CEO being a voting member of the Board, for a number of reasons, not last of which that he/she might find her/himself in the uncomfortable situation of having to execute a decision that he voted against. I had proposed, as Chair of the Board Review WG, to correct what I thought was an anomaly, but this has been vetoed because the voting rights on the Board were hardcoded in the CEO's contract. So I proposed to change it starting from the next CEO. This seems not to have been done, so maybe that was not the real reason... Cheers, R.
