Two parts to the answer.
First, I nominated him, but he has not accepted, so I cannot say anything about what he wants to do.
Second, I can find nothing in our Rules that prohibit someone acting as an Officer and a Liaison at the same time. The rules do prohibit a person serving in two Liaison positions at the same time, and also from serving in two officer positions at the same time. But unless I missed something, they are silent on serving as a Liaison and Officer at the same time.
I explicitly commented on the new ROP separating the definition of Officers and Liaison in my comments on the draft ROP. The earlier draft that Vittorio had done described both Liaison and Chair/Vice Chair as officers.
