Tucows has been around this field for a very long time; the size and "quality" of its stable of names owes more to its early involvement than the fact it's a registrar.
Actually, they bought most of the names in 2006 when they acquired Netidentity. I agree that it's pointless to try to forbid registrars from warehousing names, since there's no way to enforce such a rule.
