Yes we will (as ALAC) be proposing that we do... but I foresee this will be a Statement in response to all the current Charters on the table and the fact that neither meet (in the views of those of us who have spoken at the topic both at and before Mexico and indeed Cairo see the ALAC NCUC Meeting(s) and the User House Meeting(s0 as well as the various GNSO & ALAC WG records for example) and also comes under the work that Beau and Alan do as Liaisons to NCUC and GNSO respectively AND fits with our declared interest as ALAC acting as a facilitator to ensure and encourage Internet End User involvement in GNSO policy development processes ( as members of new Constituencies in whatever model the Non Commercial part [current nomenclature calls this a NCSG Charter =>see the NCSG Commons here] of the Non Contracted Parties User House ends up looking like...
