As I understand it, particularly from Richard Tindal's remarks at the London session, Version 3 of the Draft Applicant Handbook (due Q3 2009)* is intended to be the final one - so September might be a bit late? Could it be that ICANN considers Mexico gave the Latins their chance for input?
