Raise the issue where, to whom? Besides cancelling the Cairo meeting, what else is it likely that ICANN can do? Maybe the ITU might be better suited re freedom of access to the telecomms that are necessary to access the Internet, or the UN or Amnesty International re the human rights of people arrested for civil disobedience or protest - not sure who else works with political prisoners etc. But I'm pretty sure it isn't in the ICANN (or the ALAC) mandate. If ALAC wanted to, as a group of 100 groups, sign a petition, I'd probably back that, but it might be difficult to get all the ALSes to sign, and other than that, I can't see anything else to do - if you have any suggestions, be glad to hear them.
