As Chair of the ALAC I have review the nominated candidates for ALAC elections and have made an interpretation/ observation on the validity of nominations of those to be candidates for possible election to the role of our Board Liaison for 2009 - 2010. This is based upon traffic to various lists, the original discussion and decisions at the ALAC Meeting where the matter of process regarding the current Electoral process for our final ALAC appointed ICANN Board Liaison was agreed upon and the particularly unique circumstances of the current process relating to my previous "Election Call" since it was originally made. The results of this review is that I wish to advise the At-Large Community and the ALAC aware that I note that the information regarding Wendy Seltzer as a nominated candidate exists on the page Election Wiki page at https://st.icann.org/alac-docs/index.cgi?at_large_elections_2009 but it is **not included** in the list of Candidates on the WIKI page https://st.icann.org/alac/index.cgi/index.cgi?community_call_with_board_liai.... Please be advised therefore of the following:- Firstly it was the intent of the ALAC that *all* properly Nominated candidates who accepted their nomination in the time line provided for were to have their names put forward *and that in addition to this* all RALOs were to be asked to put forward to the ALAC a candidate or list of candidates who may or may not domicile in their region but who fit the selection criteria and requirements for inclusion in the final list for ALAC electoral processes. Further it was made clear that each RALO could endorse (or otherwise) any or all of these candidates and that this highly valuable information would/should be considered by the ALAC electorate at the time of voting (as would any specific instructions to a RALO appointed ALAC Representatives) regarding vote order of preference / instruction further recognising that such representatives may or may not be required to do so under their specific Regional Rules. To that end I ask Staff to add the name of Wendy Seltzer to the list on candidates to the WIKI page ** *http://tinyurl.com/l6evep the full url is https://st.icann.org/alac/index.cgi/index.cgi?community_call_with_board_liai..., and invite Wendy (and all the other listed candidates) to ensure that the information required to be submitted relating to their candidature has been provided and that all such relevant materials is also included / attached to **this *WIKI page. All nominees are of course able to withdraw themselves from the electoral process at any stage and engage (or not to any extent they feel appropriate) in this Community Call or other activities held between now and the Vote beginning for the 15 Member ALAC electorate, which is designed to allow full information and opportunity for the ALAC electorate (and their advisors Regional or ALS / At-Large where this occurs) to have all the required information to cast votes in preference order for the candidates that is both well informed and with a view to the best outcomes for ALAC and At-Large. This is because: 1. I see traffic in the EURALO list that indicates that Board Member(s) of EURALO did properly put forward Wendy as a Nominee and her acceptance is listed at https://st.icann.org/alac-docs/index.cgi?at_large_elections_2009 as being received on August 16th. Even though this may have been directly in response to her name being considered in the NARALO Regional advice process, it is in my opinion when read by any reasonable person more that enough to indicate that her acceptance then was valid for her to be a duly nominated candidate. 2. In addition to this opinion of the Chair Wendy has made clear to the list that her nomination for the role, regardless from whence it came, would stand. Based on my point 1 above I interpret this to mean she is indeed a candidate put nominated by EURALO and should be so listed. 3. I am aware of no withdrawal or confirmation of her Nomination by EURALO up until end of day 16th September UTC and there is little of that day left globally at the time I write this message, so again I interpret this to see Wendy as a valid candidate. 4. I also note a preferred list or prioritisation of candidates was *not* received from all RALO's but that was of course not mandatory merely optional; Voting advice and guidance may of course still be given to the 15 Member ALAC electorate in a number of ways including in online fora, teleconference or other meetings, discussions, list activity, personal emails, other forms of correspondence etc., and indeed specific Regional or preference advice direct from ALSes to ALAC Members from Regions, to name but a few methods may occur between now and when the Vote for candidates begins, in fact I would expect feedback to happen after the Call with Board Liaison Candidates occurs as it has in past years. Finally even though I believe all candidates are subscribed to the At-Large list and should receive this email I will ask At-Large Staff to ensure that this message is forwarded onto all the individual nominees on the candidate list directly to their listed email address(es) along with my personal invitation to review that all information required has indeed been provided and is linked to the Call with Board Liaison Candidates Wiki page before the beginning of this call at *1800 UTC on Sunday September 20th 2009*, regardless of if they are attending or not, and that they should also note any additional opportunities to provide information linked to this page if and when they are offered (this page will have another edit by me re timing of presentations and other housekeeping matters on my tomorrow... Candidates *may* wish to [Watch] option provided to logged on users of the SocialText Wiki to ensure they are notified of any page revision made.
