Nick, you ask for more staff but surely it must be for more complicated and time consuming things. With all due respect it just looks silly to ask for more staff and training to do this simple task. It literally takes one more second to "print" a Word file to pdf. (Is that what you are looking for, Thomas?) Alternatively Word can take one more half second and Save As Text, which ought to be generic enough for anyone. I know seconds add up but anyone with enough time to do a Word transcription surely has one more second per document. If this is not the case then I guess I haven't heard enough about how overloaded the at large staff is? Sorry, it just seems like an odd response.
