The reality is that the folks buying .CO domains are not confused children who are being duped by unethical registrars.
For the umpteenth time, Colombia can do whatever it wants with its TLD. Nobody is claiming that the registrars are doing anything other than selling .CO domains, and you seem to have set the rules to be similar to those for a gTLD, which should make trademark owners happy. But from a global perspective, the only reason people outside of Colombia are interested in .CO is that it's one letter from .COM. Anyone can register a domain next door in .EC, but in practice nobody outside Ecuador does so. What's the difference? Colombia is a fine place (I've been there) but really, we all know the answer.
